Emily Francis is the Manager of Commercial Policy and Strategy for the Wisconsin Housing and Economic Development Authority (WHEDA) where she has served in several capacities since 2018. Emily has a Bachelor of Science in Sociology and Spanish from Beloit College and a Master’s in Urban Planning and Policy from the University of Illinois at Chicago as well as more than a decade of work in related fields including real estate development of low-income housing and community organizing around housing issues.
